Internet Usage Policy

The Meadville Public Library makes available to all members of the community free access to the Internet. This service is limited to one thirty-minute session per day per person.

The library staff has limited time to help users with basic computer questions or with Internet access. There are regularly scheduled, free, Internet classes offered at the Meadville Public Library for those individuals who require instruction.

The Meadville Public Library reserves the right to use filtering software to prohibit access to websites that are known to contain information that is “harmful to minors.” In compliance with Criminal Code, 18 Pa C.ยง 5903, no library computer may be used to view a web site that is depicting or discussing information that is “harmful to minors.”

It is the responsibility of parents or legal guardians, not the library staff, to monitor their children’s use of the Internet and for the information selected and/or accessed by their children.

Individuals with legitimate information needs at a blocked site may contact the library staff to use an unfiltered machine.

Use of the Internet is a privilege, not a right. This privilege can be suspended if unacceptable behavior occurs. The following unacceptable behaviors will result in the removal of the user from the Internet on a temporary or permanent basis:

1. Using the Internet computers to conduct fraudulent or unlawful activities.
2. Using the Internet computers to invade the privacy of others.
3. Using the Internet computers to harass or defame the character of others.
4. Using the Internet computers to search, view, or retrieve materials that are sexually explicit, profane, or promote violence.
5. Downloading Internet programs or files.
6. Refusing to exit out of a questionable site when asked to do so by Meadville Public Library staff.
7. Attempting to damage library computers or defeat security programs.

The Meadville Public Library staff reserves the right to make all final decisions on what is unacceptable and to enforce the suspension of Internet privileges.
